One of the three petitions seeking the removal of Special Prosecutor Kissi Agyebeng has accused him of incompetence, financial mismanagement, conflict of interest, and dereliction of duty.

The petition, filed by the Coalition for Integrity in Governance (COFIIG), is among three separate submissions to President John Dramani Mahama calling for action against the Special Prosecutor.

The other two petitions were filed by Apostle Abraham Lincoln Larbi and a third citizen whose identity has not yet been disclosed.
Submitted by Simon Yaw Awadzi, Executive Chairman of COFIIG, the petition urges the President to initiate removal proceedings under Section 15 of the Office of the Special Prosecutor Act, 2017, and Article 146 of the Constitution.

COFIIG alleges that Mr Agyebeng has mismanaged public funds allocated to the Office of the Special Prosecutor since 2021, citing over GHS364 million in budgetary allocations without any publicly available audited financial statements.
The group also accuses the Special Prosecutor of poor performance, pointing to the absence of major corruption convictions or significant asset recoveries despite the resources at his disposal. COFIIG argues that this amounts to incompetence and a failure to meet the core mandate of the office.

The petition further references alleged misbehaviour, including claims that the Special Prosecutor withheld investigative dockets from the Attorney-General for months, which reportedly delayed the extradition process of former finance minister Ken Ofori-Atta.
COFIIG also raises conflict-of-interest concerns, alleging that Mr Agyebeng’s nomination was influenced by a senior figure in the previous government, creating uncertainty about his neutrality. The group is calling for a forensic audit of the OSP’s accounts and for Mr Agyebeng to step aside while the audit is conducted.
A second petition, filed by Apostle Abraham Lincoln Larbi—who recently led a small public protest alongside lawyer Martin Kpebu—alleges that the Special Prosecutor connived with Ken Ofori-Atta to help him evade accountability. It further accuses Mr Agyebeng of disrespecting the Attorney-General by refusing to submit the docket on the former minister.
The third petition, according to Citi News sources, focuses entirely on the SML matter. It alleges that the Special Prosecutor allowed Ken Ofori-Atta to flee, failed to use his police powers to arrest him, and lied about attempts to seek support from security agencies.
The petitioner argues that such conduct is immoral and undermines public confidence in the fight against corruption.
Collectively, the three petitions call for the removal of the Special Prosecutor, insisting that his continued stay in office threatens transparency, accountability and effective governance.
The Presidency has not yet issued a public response.
