Emmanuel Armah-Kofi Buah, the Minister-Designate for Lands and Natural Resources, has strongly opposed the sale of public lands at below-market rates, stressing that any future transactions should reflect current market values to safeguard the interests of the Ghanaian people.

During his vetting by Parliament’s Appointments Committee on January 27, 2025, Armah-Kofi Buah criticized the practice of undervaluing public lands, which he described as harmful to national development. He pointed out that under the current guidelines, public lands are often sold for just 25 percent of their market value, with the remaining balance paid as ground rent.
This practice, according to Armah-Kofi Buah, results in the loss of significant state revenue and undermines the true value of national assets.
