The Constitutional Review Consultative Committee, led by Clare Kasser-Tee, has submitted its report to Minister of Parliamentary Affairs, Osei Kyei-Mensah-Bonsu, with far-reaching recommendations for the executive and legislative branches.
The committee proposes that the president should pay taxes, citing equality before the law and the rule of law.

The report recommends amending Article 68 (5) to remove the president’s exemption from income tax, setting an example for citizens.
Additionally, the committee suggests capping the number of ministers at 25, a significant reduction from the current 110.
Furthermore, they propose abolishing Deputy Minister positions and separating ministerial roles from membership in Parliament, contrary to the current constitution.
The committee also recommends limiting Parliament’s size to 277 elected members, as stated in the proposed amendment to Article 93.
These recommendations aim to promote constitutional reform and good governance.
The committee reviewed submissions from various institutions, including KNUST, IEA, University of Ghana Law School, UPSA, and GIMPA, and collaborated with partners like NCCE, ACET, CDD, IDEG, and NDPC.
The report’s presentation on June 13, 2024, marked a crucial step towards constitutional review and reform.
The committee’s mandate included reviewing submissions, proposals, and reports from various constitutional review platforms.
The recommendations are expected to pave the way for a more efficient and effective government, aligning with the principles of equality and the rule of law.
