Finance minister highlights success of free SHS policy in Mid-Year budget review

Since 2017, the government has invested GH¢9.9 billion in the Free Senior High School (SHS) Policy, benefiting 5.7 million young people, according to Finance Minister Dr. Mohammed Amin Adam.

Presenting the 2024 Mid-Year Budget Review, Dr. Amin Adam highlighted the administration’s commitment to education, noting that the program’s impact is evident.

To complement this effort, the government has provided facilities under TVET to empower young people with employable skills, enrolling 168,000 students in the 2023-2024 year.

Additionally, 10 STEM Schools and 10 STEM Centres are being constructed across the country, and 900,000 tablets have been distributed to secondary school students.

Dr. Amin Adam emphasized that education has been a top priority for the past eight years, aiming to enhance skills, productivity, economic growth, and living standards.

He cited empirical evidence that education improves opportunities, reduces poverty and child labour, and promotes democracy, peace, tolerance, development, and economic growth.

The implementation of the Free SHS Policy in September 2017 marked a significant milestone, with an 11% increase in enrolment and a record-breaking 470,000 students enrolled in the 2017/18 academic year.
However, analysts argue that the policy has neglected physical infrastructure, citing concerns about inadequate facilities, materials, and class hours.
