The Deputy Chief of Staff, Nana Oye Bampoe Addo, has reaffirmed the Government’s commitment to ensuring that housing in Ghana remains affordable and accessible to all citizens.
According to her, housing goes beyond providing shelter, describing it as a productive asset that supports health, education, job creation, and overall economic growth.
She made the remarks on Thursday, March 5, in Accra at the opening of the National Home Ownership Fair 2026, which is being held on the theme “Building Ghana, One Home at a Time.”
Her comments come at a time when Ghana continues to grapple with a significant housing deficit. As of 2025, the country’s housing shortfall is estimated at more than 1.8 million units, largely due to rapid urbanisation, population growth, and limited access to housing finance.
To address the situation, she said the Government was determined to complete key housing initiatives across the country.
These include the Saglemi Affordable Housing Project, the Ho Oxygen City development, and the District Housing Programme, all of which are intended to expand access to affordable homes for ordinary workers, civil servants, and professionals.Primary & Secondary Schooling (K-12)
Nana Oye also highlighted the role of the National Home Ownership Fund in tackling barriers that prevent many Ghanaians from owning homes. She explained that the fund is helping to expand mortgage access while encouraging stronger private sector participation in housing delivery.
“Collaborative efforts with developers, financial institutions, local authorities and traditional leaders are central to scaling up housing delivery across the country,” she said.
She further commended ongoing legislative efforts aimed at strengthening the housing sector, particularly the modernised Rent Control Bill, which she noted would protect tenants and contribute to a more structured and efficient housing system.
The Deputy Chief of Staff urged stakeholders in the housing value chain to continue working together, stressing that the development of adequate housing requires sustained cooperation and coordinated action.
Meanwhile, the Deputy Minister of Finance, Thomas Nyarko Ampem, emphasised that the quest to make housing affordable in Ghana depends largely on macroeconomic stability, sustainable financing models and structural reforms that reduce the cost of home ownership.
He noted that the housing deficit should not only be viewed as a social issue but also as an economic one, explaining that poor housing conditions, high rental costs and long commuting hours can negatively impact productivity, health and educational outcomes.
To help close the housing gap, he outlined three key priorities guiding the Ministry of Finance. These include maintaining macroeconomic stability to reduce the cost of capital, mobilising long-term patient capital for housing finance and introducing reforms to cut non-construction costs such as land acquisition, permitting and infrastructure provision.
Mr Ampem also disclosed that the Ministry is strengthening collaboration with pension funds, banks and development finance institutions to mobilise long-term capital for housing projects. At the same time, efforts are underway to improve land title security and streamline regulatory procedures within the sector.
He described the National Home Ownership Fair as a vital avenue for dialogue and cooperation among developers, financiers, regulators and citizens, with the ultimate aim of making home ownership a reality for more Ghanaians.
