GRA set to introduce advance cargo system to track imports

The Ghana Revenue Authority (GRA) says it is expanding the use of technology to improve tax compliance and boost revenue collection.

According to Commissioner-General Anthony Sarpong, the Authority will leverage the recently launched Advance Passenger Information (API) system in the aviation sector to monitor goods carried by travelers and ensure the correct duties are paid.

Speaking at the 2025 Annual International Tax Conference, Mr. Sarpong disclosed that by the end of the year, the GRA will also roll out an Advance Cargo Information (ACI) system to track cargo shipments.

“The President launched at the airport the Integrated Center to manage aviation travel. Within this project is the Advance Passenger Information. For example, if you travel with one bag and return with five, before your flight even takes off, we will know. If you have goods coming in, you must disclose and pay the rightful tax. By year-end, we will implement the Advance Cargo Information system for seaports as well,” he explained.

Deputy Finance Minister Thomas Nyarko Ampem, speaking on behalf of the sector minister, reaffirmed government’s commitment to sound economic management, stressing that President John Dramani Mahama’s administration is working to restore stability after years of recurring crises.

Meanwhile, President of the Chartered Institute of Taxation, Ghana, George Ohene Kwatia, emphasized the need for fairness and efficiency in tax administration. “We must design tax systems that are simple, transparent, and fair. We must embrace digital tools that make compliance easier and enforcement smarter. And we must strengthen partnerships between policymakers, administrators, and practitioners,” he said.
