High Court dismisses Chief Inspector Krah’s lawsuit against IGP and State over promotion

On Friday, June 14, 2024, Justice Kwasi Anokyi Gyimah of the Kumasi High Court delivered a judgment dismissing Chief Inspector Samuel Krah’s lawsuit against the Inspector-General of Police, George Akuffo Dampare, and the State.

The court ruled that merely possessing higher academic qualifications does not automatically entitle a police officer to promotion.

Instead, promotions within the police service are based on competitive examinations or special recommendations, as outlined in the Police Service Regulations.

The judgment stated that Chief Inspector Krah failed to provide sufficient evidence to support his claim, and his attainment of higher academic qualifications alone does not warrant promotion.

The court encouraged Krah to continue striving for promotion through established procedures, such as writing entrance examinations, which may lead to success in the future.

Krah had argued that despite his 25-30 years of service, his junior colleagues had been promoted to higher ranks under a special amnesty program, while he was denied the same opportunity.

He sought to gain entry into the Police Academy to facilitate his promotion to Assistant Superintendent of Police (ASP).

However, the court’s judgment emphasized that promotions are not solely based on academic qualifications or seniority but rather on competitive examinations and specials recommendations.
