Home raid on BoG Governor Ernest Addison was lawful – Interior Minister

Interior Minister Mohammed Mubarak Muntaka has justified the controversial raid on the home of former Bank of Ghana Governor, Dr. Ernest Addison, asserting that the operation was lawful and conducted under a valid court warrant.

The incident occurred on the morning of Wednesday, March 19, 2025, when approximately 20 armed men, led by Richard Jakpa—Director of Special Operations at the National Security Secretariat—stormed Dr. Addison’s residence at Roman Ridge in Accra.

Witnesses report that the operatives, some masked and armed with AK-47 rifles, disabled the property’s CCTV system and demanded access to alleged vaults. Dr. Addison reportedly denied the presence of any vaults or large sums of money on the premises. Despite this, the team searched the home extensively, eventually leaving with the CCTV monitor and control unit. No vaults or significant cash were found during the operation.

The raid has drawn sharp criticism from opposition figures and former central bank officials, one of whom described the event as “unprecedented and disturbing.”

However, Minister Muntaka insisted that due process was followed, and the operation was both warranted and necessary, though he did not provide specific details on the intelligence or legal grounds that led to the raid.

Addressing Parliament on Tuesday, June 3, 2025, the Interior Minister—who also serves as the Member of Parliament for Asawase—insisted the operation followed due legal procedure.

“Mr Speaker, prior to the operation, an ex parte search warrant was duly filed before the High Court in Accra on March 12, 2025, and was obtained in accordance with established legal procedures. The search was carried out in strict adherence to due process and in full compliance with the laws of the state. It was meticulously conducted in the presence of the former governor,” Muntaka stated.
