Krachi East MCE, Francis Kofi Okesu refutes double-salary allegation

Francis Kofi Okesu is the Krachi East Municipal Chief Executive (MCE). He has denied that he was paid double his salary as the Principal Disaster Control Officer of the National Disaster Management Organisation, (NADMO), in 2020.

Former Public Relations Officer of the National Health Insurance Scheme (NHIS – Krachi East Office), Mr Okesu has been accused by the NHIS and NADMO of working simultaneously from September 2020 to January 2021.

He did not resign at NHIS prior to his engagement with NADMO between September 2020 and January 2021. Mr Okesu is also accused of receiving salary from NADMO and NHIS during this period.

In October 2021, Mr Okesu was confirmed MCE for Krachi East.

Responding to the accusation, Mr Okesu said that he still worked with the NHIS at the time he was appointed NADMO officer in September 2020.

He stated that he intended to work for NADMO as a secondmentee from the NHIS. However, he was forced to resign four years after his appointment due to the failure of the secondment process.

When Mr Okesu was asked if he applied for secondment from NHIS, he replied that he didn’t indicate this in his NADMO application.

“When I was appointed, it was impossible for me to move from NHIS into NADMO as I wanted to take secondment. However, I could not go. I was unable to work at both NADMO and NHIS so I had to resign at NADMO.

“NADMO called us in November to register our biometrics so they could process our documents and pay our salaries. He said that he had resigned because he couldn’t get his secondment through.

GNA checks indicate that Mr Okesu applied to NADMO for employment on May 14, 2020 while he was still a NHIS staff member.

NADMO sent a letter dated August 20, 2020 to offer Mr Okesu the position of Principal Disaster Control Officer within the Organisation. He was then posted to the Oti Region.

In a September 1, 2020 letter addressed to NADMO Director General, Mr Okesu accepted the offer.

In a letter dated January 26, 2021 and addressed to NADMO Director General, Mr Okesu resigned from the Organisation. It took effect on January 29, 2021.

The Organisation received and accepted his resignation in a reply letter dated February 23, 2021 signed by Benjamin Owusu Afriyie (Director of Administration, NADMO).

NADMO authorized the Controller and Accountant to remove Mr Okesu from NADMO’s payroll with “immediate effect” in a separate, February 23rd 2021 letter.

According to Mr Okesu, he told the GNA that he had not received any salary from NADMO staff before or after his resignation.

He stated that he resigned as an officer from the NHIS in Oct 2021, after he was appointed as MCE for Krachi Eastern.

“Anyone who believes I received any salary at NADMO ought to check the records. He said that he was ready to be investigated or interrogated.
