OSP lists eight major corruption cases before Ghanaian courts

The Office of the Special Prosecutor (OSP) has outlined eight major corruption cases currently before the courts, involving former ministers, senior public officials, and corporate entities across multiple sectors.

In its half-year update (July 2025), the OSP said the prosecutions—spanning petroleum, mining, education, procurement, and payroll administration—reflect its intensified effort to hold both public officials and private actors accountable.

Among the high-profile cases is that of Mustapha Abdul-Hamid, former Chief Executive of the National Petroleum Authority, who together with nine others faces 25 charges including conspiracy to commit extortion, money laundering, and abuse of office. The case resumes on 26 August 2025.

Former IMCIM secretary Charles Bissue has also been charged with corruption and abuse of office for allegedly receiving illicit payments to facilitate illegal mining concessions. His case is set for 28 August 2025. Businessman Andy Owusu, initially charged alongside him, has already been convicted following a plea bargain.

Another case involves Adjenim Boateng Adjei, former head of the Public Procurement Authority (PPA), who is on trial for eight counts of abuse of office and procurement-related offences. Proceedings continue on 20 October 2025.

In the education sector, Ibrahim Kofi Sessah, a local government technician, is accused of running a scheme to sell Ghana Education Service appointment letters, allegedly collecting over GH¢600,000 from applicants. His case is adjourned to 16 October 2025.

The OSP is also prosecuting six people in Tamale over a payroll fraud scheme involving ghost names on government salary lists. The accused have entered a plea bargain, refunded monies, and been convicted on their own plea.

Other ongoing cases include:

  • Issah Seidu & 3 others, accused of attempting to appropriate containers of rice at Tema Port (adjourned to 21 October 2025).
  • Alexander Sarfo-Kantanka, former Juaben MCE nominee, acquitted in a vote-buying case. The OSP has appealed.
  • Former NDA executives, facing procurement-related corruption charges, with trial continuing in Tamale this October.

The update also noted ongoing legal challenges involving former Finance Minister Ken Ofori-Atta and Charles Bissue, who have filed suits against the OSP over investigations and arrest warrants.

According to the Special Prosecutor, these cases highlight the Office’s commitment to “ensuring accountability and reducing corruption across public institutions.”
